In 2024, there were 42,615 fostering households in England, a decline from 45,370 in 2021. Over the course of the year, 4,055 new fostering households were approved, while 4,820 ceased fostering—resulting in a net loss of 765 households. Foster carers are primarily stepping away due to three key factors: insufficient financial support, inadequate backing from fostering services, and a general lack of recognition and respect for their role.
According to The Fostering Network, an additional 6,500 fostering families are urgently needed across England to ensure every child in care can be placed with a family that meets their individual needs.
